This appears to be by Koda Rohan (1867-1947), a famous writer of novels, essays, and poems. The name of the hermitage where he wrote many of his books was called Kagyu-an ("Snail Hermitage"), and Koda used that name in the title of one of his books. Like many Japanese writers he was a talented amateur artist who, naturally, painted bamboo, a favorite theme of literary figures.
